INSC Africa Project – Emergency Preparedness and Response Workshop held in Cairo
From 16 to 20 November, European experts under the INSC Africa project organised a regional workshop in Cairo, with the support of the Egyptian Nuclear and Radiological Regulatory Authority (ENRRA). The workshop focused on strengthening Emergency Preparedness and Response (EPR) capacities within African regulatory bodies.
The event brought together representatives from six African regulatory authorities — NNRA (Nigeria), NRA (Ghana), KNRA (Kenya), NNR (South Africa), AMSSNuR (Morocco) and ENRRA (Egypt) — alongside six European experts from ASNR (France), CSN (Spain), and GRS (Germany). Contributions from the International Atomic Energy Agency (IAEA) and the European Commission (EC) enriched the discussions. The ASNR delegation consisted of Jean-Luc Lachaume, Léa Llorente, Olivier Isnard and Maxime Klein.
Throughout the week, participants shared best practices on emergency preparedness and response from a regulatory perspective, with particular emphasis on strengthening national frameworks, improving coordination mechanisms, and integrating international standards.
Several working sessions were dedicated to jointly developing the EPR action plan for the period 2026–2028, including future activities, peer exchanges, and upcoming workshops.
This collaborative approach marks an important step toward reinforcing nuclear and radiological emergency readiness across the African region.
During this week, Commissioner Jean-Luc Lachaume met with Mr. Hany Ibrahim Khodr, who was recently appointed Chairman of the Egyptian National Security Authority (ENNRA). A Memorandum of Understanding (MoU) between the ASNR and ENNRA will be prepared.
