The organization of ASNR

ASNR was created on 1st January 2025. Its creation was established by French Law No. 2024-450 of 21th May 2024, on the organization of the governance of nuclear safety and radiation protection to meet the challenge of revitalizing the nuclear industry.

As an independent administrative authority, ASNR is governed by a commission of five commissioners, who define its general policy on nuclear safety and radiation protection across all its areas of activity: research, expertise, regulation and oversight, as well as on dialog with society on issues that concern it, the management of radiological emergencies, and the development of a culture of radiation protection.

ASNR is present throughout France. Its head office is in Montrouge and it has 11 divisions (Bordeaux, Caen, Châlons-en-Champagne, Dijon, Lille, Lyon, Marseille, Nantes, Orléans, Paris, and Strasbourg), enabling it to conduct its oversight activities throughout mainland France and the French overseas departments and regions. It also has premises at Fontenay-aux-Roses and Cadarache, the main sites for expert assessments and research into nuclear safety and radiation protection, and at Le Vésinet, the main site for environmental monitoring. It also has expert assessment and research facilities in Cherbourg, Les Angles, and Tahiti.

The Commission

The commission is composed of five commissioners, including the chairman of ASNR. They are appointed for six years. The President of the Republic appoints three commissioners, including the chairman. The other two members of the commission are appointed by the president of each parliamentary assembly. The commissioners’ mandates are irrevocable, barring exceptional circumstances, and they are bound by a duty of impartiality. The commission establishes ASNR’s strategy and doctrine governing research, expertise, regulation, and oversight of nuclear safety and radiation protection. It takes the most important decisions. The commission takes a public stance on major issues falling within the remit of ASNR. It reports to the French Parliament.

Commissioners perform their duties impartially, without instructions from the government or from any other person or institution. They serve on a full-time basis and are not eligible for reappointment.

The regional divisions

Regional divisions in France

The French Authority for Nuclear Safety and Radiation Protection (ASNR) has 11 regional divisions, enabling it to carry out its oversight activities throughout mainland France and the French overseas departments and regions.

Several ASNR divisions may coordinate their work in the same administrative region. Under the authority of regional delegates, ASNR divisions carry out field inspections of basic nuclear facilities, the transport of radioactive substances, and local nuclear activities; they process the majority of authorization applications submitted to ASNR by those responsible for nuclear activities in their region. They monitor compliance by such activities and facilities with the regulations regarding nuclear safety, radiation protection, pressurized equipment, and facilities classified for environmental protection (ICPE). They carry out labor inspections at nuclear power plants.

In the event of a radiological emergency, the ASNR divisions oversee measures taken by the operator on site to secure the facility, and assist the departmental prefect, who is responsible for protecting the population. In the context of preparing for such situations, they help to draw up the emergency plans established by prefects and take part in periodic exercises.

The ASNR divisions contribute to informing the public. They take part, for example, in meetings of local information commissions for basic nuclear facilities, and communicate regularly with the local media, elected representatives, associations, operators, and local authorities.
